Search light indeed but that is not what's it about. The lights are there every night... it's the reflection of light that comes from a single beam at a certain spot in the sky. Something needs to be there to reflect it no?
I'm pretty confident it's not a reflection from a nearby building...
Don't know what it can be... could it be an advert blimp or something?
