Anything not proven or not shown to be true can be and is usually called a conspiracy which is what conspiracy theorists do all the time. This applies to George and many other conspiracy theorists who cannot prove their case.
You can also have a proven conspiracy when it is truly uncovered and shown with facts, documentation, testimony, in a court of law ..etc etc.
