As Chris pointed out it refers to the galaxy we are in....so at 10,000 light years one would still be in it unless one went in the outward direction away from our solar system which is on the edge of the spiral arm; you might then clear the galaxy.

Difficult question, Nasa! I suppose if one travelled perpendicular to the Milky Way's disk/wheel shape, still near or at about the edge of our galaxy. But if moving more parallel to the disk, you'd be well inside the Milky way.
