I think the article states that there have been other big bangs in the past previously to the most recent big bang.

The CCC theory holds that the same object may have undergone the same processes more than once in history, and each would have sent a "shockwave" of energy propagating outward.

So from the same exact point there have been other huge explosions in the past since the rings seen in the background radiation radiate from a since point, making perfect circles.
